Sea Robin Caught at Seahorse Beach

I caught this near the mouth of the Patuxent River on 9/7/2012, about 300 yards off Seahorse Beach, in Chesapeake Ranch Estates. It's pectoral fins can be extended very wide. I think it is a sea robin. Is that correct?
