On December 27, 2014 my bro-in-law Paul and I fished a small public lake and had almost non-stop action on panfish, with the majority of the fish being bluegills and redears, with a few bass and crappie in the mix. We used 1/100th and 1/64th oz jigs tipped with mealworms or a wax worm and suspended them at 4 feet below tiny sensitive bobbers. Water temperatures jumped up a bit to 42 degrees and this warm day also helped enable us to catch over 100 fish. All fish were released.
Some green weeds are still around in some of our waters and the warmer rain last week certainly helped us as well. Try to drift baits over tops of the vegetation. If we continue to enjoy the mild winter then panfishing could be productive all winter long.
Additionally, carp fishing at nearby Marburg Lake in Pennsylvania has been productive for patient anglers in quest of a large fish as a mid-winter treat. Here is one I caught on December 26 on a piece of pineapple/tutti-frutti pop-up corn combo.
